Data Privacy Notice

The Municipality of Balagtas, Bulacan, through its Business Permits and Licensing Office (BPLO), respects your right to privacy and is committed to protecting the personal data you provide through this portal, in accordance with Republic Act No. 10173 (Data Privacy Act of 2012), its Implementing Rules and Regulations, and the issuances of the National Privacy Commission (NPC).

1. Information we collect

Account details — full name, email address, and mobile number.
Business information — trade name, business address, line of business, ownership, and declared gross sales.
Reference numbers and documents — e.g. TIN, DTI/SEC registration, barangay and other clearances you upload.
Transaction records — applications, assessments, payments, and permits issued to you.

2. Why we collect it

To create and verify your account and confirm your identity.
To receive, evaluate, and process your business permit applications.
To route applications to the proper offices for clearances (Treasury, Fire/BFP, Sanitary, Zoning, Engineering, and the Barangay).
To compute assessments, issue Orders of Payment and Official Receipts, and release the Mayor's Permit.
To send you status updates and reminders by email and SMS.
To comply with legal, auditing, and reporting obligations of the local government.

3. Legal basis for processing

We process your data based on your consent, the performance of a task carried out in the public interest and the exercise of the official authority of the local government unit under the Local Government Code, and our compliance with legal obligations.

4. Sharing and disclosure

With authorized personnel of the relevant Balagtas offices involved in processing your application.
With other government agencies (e.g. BIR, DTI, COA, NPC) when required or allowed by law.
With accredited payment service providers solely to process your online payments.

We do not sell your personal data, and we do not share it for purposes unrelated to those stated above.

5. Retention

Your personal data is kept only for as long as necessary to fulfil the purposes above and to comply with applicable records-retention rules (including National Archives and COA requirements), after which it is securely disposed of.

6. Your rights as a data subject

Under the Data Privacy Act, you have the right to be informed, to access, to object, to rectify or correct, to erasure or blocking, to data portability, to file a complaint, and to be indemnified for damages.

7. Security

We apply reasonable organizational, physical, and technical safeguards to protect your personal data against unauthorized access, alteration, disclosure, or loss.
